General
Buel Dowtry is the fletcher in Emond's Field (TSR, Ch. 40). He has white hair and a sharp nose (TSR, Ch. 45).
Buel doesn't want anyone to help him make arrows for the defense of Emond's Field; Perrin manages to calm him down and gets him to teach boys to tie and glue feathers on the arrows (TSR, Ch. 45). Buel fights along with the bowmen in defense of Emond's Field (TSR, Ch. 56).
