Arrata is a Seanchan soldier who helps Perrin in his plan to rescue Faile. She is described to be a wiry woman.
She is the first of the Seanchan to reach the aqueduct with forkroot. She starts to slash open one of the sacks, and Perrin tells her to do it over the opening of the aqueduct so that not a single grain gets wasted. She looks to Mishima for confirmation, and he tells her to do as Perrin says. Once she is done and is replaced by another soldier with sacks of forkroot, she goes to get more.
