Cavandra is an Aes Sedai who was an advisor to Queen Tylin. She also advised Tylin's father before he died. When she heard that the Tower was divided, she left the Tarasin Palace and returned to the Tower. She therefore sides with Elaida (LoC, Ch. 38).
