Cowlin is the local lord of So Habor, Altara. He is a widower (CoT, Ch. 26).
When ghosts started walking in the town, he left it out of fear of his wife's spirit. Seonid tells Perrin that it seems "there was doubt as to how she died" (CoT, Ch. 26).
Berelain is angry with him. As a ruler, she knows So Habor is his duty and responsibility and that he has no right to abandon it just like that (CoT, Ch. 27).
