Cowlin is the local lord of So Habor, Altara. He is a widower (CoT, Ch. 26).
When ghosts started walking in the town, he left it out of fear of his wife's spirit. Seonid tells [[Perrin}} that it seems "there was doubt as to how she died" (CoT, Ch. 26).
Berelain is angry with him. As a ruler, she knows So Habor is his duty and responsibility and that he has no right to abandon it just like that (CoT, Ch. 27).
