Master Jovarin is a mason in charge of the addition to the Tower Library.
Danelle is supposed to be overseeing Jovarin's actions, but Siuan thinks she lets herself be distracted by the books he finds for her. In his report he states he was hiring new workmen and shipping stone from Kandor, which displeases Siuan.
