Rulan Allwine is the innkeeper of the only inn in Market Sheran, Andor. He is stout.
Rand and Mat want to stay at his inn, but they are shocked when they hear the price of a room for the night. Master Allwine tells them that everything costs five times as much as it used to and that the prices are still rising.
